Rearrange 'Security & Compliance' menu items

What does this MR do?

The 'Security & Compliance' menu has a very complex a menu link selection, that doesn't match the order in which the menu elements are displayed. In this MR we're rearranging the Audit Events menu item and also changing the link showing in the main menu to the main visible submenu.
