Revise group-templates UI text for style
What does this MR do?
Revises the text in Settings > General > Custom project templates to better adhere to GitLab tone and style:
- Better one-line explanation
- Adds a label to the search field (better accessibility)
- Adds helptext to the search field with more explanation, and a link out to the documentation
