Fix Migrate project VSA navigation to path navigation [RUN AS-IF-FOSS]

What does this MR do?

Fixes the broken master from #331910 (closed), so we can re-introduce !61125 (merged).

In !61125 (merged) we attempted to share some fixtures between CE and EE, the fixtures are currently only available in EE so to fix this we will:

• Add mock data for the CE tests
• Introduce fixtures for CE in a separate MR
