[RUN ALL RSPEC] Move rest of EE load balancing code to CE [RUN AS-IF-FOSS]

What does this MR do?

Moves Gitlab::Database::LoadBalancing calls in ee/**/ee to Core. Otherwise the methods that are overridden will behave differently with respect to Database Load Balancing if enabled in Core.
