Adds missing milestones to feature flags

What does this MR do?

This MR adds missing milestones to feature flags. I found them using https://samdbeckham.gitlab.io/feature-flags/ and filtering by all flags that have an introduced_by_url but don't have a milestone assigned. I grabbed the milestone from the linked MR and here we are.
