Introduce a feature flag for labels widget [RUN ALL RSPEC] [RUN AS-IF-FOSS]
What does this MR do?
To refactor labels select components to a widget, we introduce a feature flag :labels_widget
. When FF is enabled, we will show a new widget on the issue sidebar, when it's disabled, we fall back to the existing labels select component.
- for now, the widget will be only introduced for the issue sidebar;
- in this MR, I made a copy of the existing component, all further refactoring will happen in the
labels_select_widget
folder
