Add jobs template for Secret Detection
What does this MR do?
Point Security/Secret-Detection.gitlab-ci.yml to newly added Jobs/Secret-Detection.gitlab-ci.yml, which now contains the Secret Detection template logic.
This change to the Secret Detection template was split out as a follow-up to !62252 (comment 585338327)
