Tidy up language on access tokens UI page
What does this MR do?
After reviewing the text on the UI page for setting emails (!62791 (merged)) I clicked on another page in the UI to see if there were similar problems. The phrasing on the Personal Access Tokens page (https://gitlab.com/-/profile/personal_access_tokens) was awkward and non-standard; this MR cleans up the language and regenerates the translations.
I'm adding @eread as he's covering for ~"group::access" for now, and @tomquirk because he's the FE reviewer for !62791 (merged) and he'll 100% see how I got here.
