Remove projects_with_prometheus_alerts and pod_logs_usages_total metrics

What does this MR do?

With !61872 (merged) merged, the following step is to:

• Remove projects_with_prometheus_alerts and pod_logs_usages_total metrics
• update dictionary.md
• add changelog trailer
