Add links to deprecations release posts to deprecation policy

What does this MR do?

Deprecations release posts docs have some useful information on:

1. How exactly deprecations should be announced
2. When they should be announced(at least 2 releases prior to feature removal/change)

I think it's useful to have them linked in the deprecation policy.
