What does this MR do?
Revises the UI text for the Snowplow settings area in Admin Area > General.

- Tweaked the intro text to make it clearer what Snowplow does, and added a 'Learn more' link to the GitLab docs.
- Fixed capitalization in the setting name, and updated corresponding docs.
- Added placeholder text for all fields
- Added help text for all fields
