Update "new user signups cap reached alert" to GlAlert

What does this MR do?

• Migrates the current alert in ee/app/views/shared/_new_user_signups_cap_reached_alert.html.haml to use the latest from GlAlert.
• Updates dismiss button classes.
• Updates action button variant from the deprecated info to confirm.
