Hide discussion actions when diff_refs dont exist
What does this MR do?
Hides discussion replies for merge request that get imported from GitHub because the diff_refs property does not exist on these discussions. This button is being hidden for these merge requests because we can't create replies on diff discussions without diff_refs.
