Updates dateformat to newer version

What does this MR do?

Upgrades dateformat to a new version which includes significant performance upgrades (6x times faster - https://github.com/felixge/node-dateformat/releases?after=v4.1.0)

Breaking Changes:

• The dateformat is not throwing an exception anymore if there is an invalid date
• GMT+0000 is now correctly UTC after being formatted
