Boards - Update Open column when adding list [RUN AS-IF-FOSS]

What does this MR do?

Fixes the following bug: #332917 (closed), by refetching issues in the Open column when adding or removing a list.

This applies to Epic Boards and GraphQL issue boardsboards (:epic_boards and :graphql_board_lists respectively).
