Alert project admin that their project's cleanup policy is turned on

What does this MR do?

This MR adds a temporary alert that warns the users that have their cleanup policy now enabled as part of the percentage rollout of the feature.

The alert can be dismissed and the dismissal status is saved in the local_storage.
