chore: Drop optimize_sql_query_for_security_report feature flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Removes previously introduced feature flag for optimizing SQL queries within the Security::StoreReportService. This was enabled globally with #323059 (comment 557351069)
