PERFORMANCE_DISABLED does not work on 14.0
What does this MR do?
While testing something unrelated, I noticed that the browser performance testing job didn't get disabled by setting PERFORMANCE_DISABLED as instructed in the Auto-DevOps template.
The user docs have already been updated to show that the setting is now called BROWSER_PERFORMANCE_DISABLED.
We should also update the template since %14.0 changes are already live on gitlab.com.
