Remove ENABLE_LOAD_BALANCING_FOR_FOSS as it is now ready for production use

What does this MR do?

Make DB Load Balancer available for GitLab Free. It was previously available under a development type environment variable but now longer the case as all calls to Gitlab::Database::LoadBalancer has been moved.
