Update rake to rails in developer documentation with rails6.1 upgrade

What does this MR do?

We recently upgraded to Rails 6.1 and to list the rails controller routes, bundle exec rake routes is deprecated in favour of bundle exec rails routes

This MR updates the developer documentation to reflect that change.
