Provide preloaded authors externally in AuthorToken

What does this MR do?

This MR fixes an issue where author_token.vue has current user item hard-coded, this led to duplicate item in the dropdown in places where API returns current user in authors list. We now pass it via config externally so only places which need it will have it.
