Allow toggle job_token_scope_enabled via GraphQL

What does this MR do?

Related to #329550 (closed)

This MR is based on top of !63446 (merged) where we added a project setting to enable/disable the job token scope.

This MR adds the ability to update and query the project CI/CD setting job_token_scop_enabled via GraphQL.
