Fix Group SAML order-dependent test failures

What does this MR do?

Fixes #329064 (closed).

Refactor Group SAML specs to use allow_next_instance_of to avoid leaking state from other tests. Previously, when run together with certain other tests in the fail fast job, the group SAML tests were encountering intermittent failures.
