Adjust Popover trigger on licence-check approvers panel
What does this MR do?
This MR solves #296030 (closed)
The Popover behaviour on the Licence-Check Icon in the approval dropdown has been adjusted to be triggered on hover not on click. The Icons have been adjusted in color and spacing to be consistent.

How to reproduce
- GDK in Ultimate
- Open a Project
- Settings -> General -> Merge Request Approval
- Add Approval Licence Check
- Open a MR on the project
