Resolve "Replace usage of UserRefreshWithLowUrgencyWorker with UserRefreshFromReplicaWorker wherever it runs as a "safety-net""

What does this MR do?

This MR is the for the first iteration mentioned in #333360 (closed) (more details are in the issue)

This change

• Introduces UserRefreshFromReplicaWorker which is exactly the same as UserRefreshWithLowUrgencyWorker
• Replaces calls to UserRefreshWithLowUrgencyWorker with calls to UserRefreshFromReplicaWorker, wherever it is necessary.
