Update endpoints to reference feature category as PA

What does this MR do?

Since we moved CI variables to grouppipeline authoring in verify-stage#59 (closed), this MR updates the feature_category references to Pipeline Authoring as well. This will also impact each group's Error Budgets accordingly.
