Relate Test Reports and Requirement Issues via requirement Issue widget

What does this MR do?

Add a concern that adds a relationship from Issue (Requirement of type Issue). Since we'll be introducing custom issue types later, making these as modular as possible - that is, not just adding them to Issue model itself - means we can start with that flexibility now. See #292035 (closed) for some context.
