Add Event action explanations to docs

What does this MR do?

There are 12 different Event types declared, but their usage is not documented. (Previously a 13th type was declared - archived - but it was removed in !64543 (merged))

This expands the documentation for Event action types with details for each type. This also removes the archived type, which has not been implemented. These changes are based on a full audit of all Event creation across the app.
