Add prevent_sharing_groups_outside_hierarchy to GET and PUT API

What does this MR do?

Add prevent_sharing_groups_outside_hierarchy to the following API endpoints:

• GET /groups/:id (https://docs.gitlab.com/ee/api/groups.html#details-of-a-group)
• PUT /groups/:id (https://docs.gitlab.com/ee/api/groups.html#update-group)
