Fix CI/CD template svg logos for empty pipeline page
What does this MR do?
This wraps the logos for the CI/CD templates in an avatar with a background color on the empty pipelines page. This fixes the sizing incongruences and the unreadable ones in Dark Mode. It also fixes the Docker logo not showing on Firefox.
This depends on !64815 (merged)
