Remove :disable_service_templates feature flag [RUN AS-IF-FOSS] [RUN ALL RSPEC]

What does this MR do?

Clean up :disable_service_templates feature flag, as part of #327436 (closed).

As of this MR, the service templates link is no longer visible on the admin settings sidebar.

Context:: Service templates were officially removed as a feature in %14.0, and we're actively removing Service Templates from the codebase. See #325659 (closed).
