Disable project metric label for service desk handler
What does this MR do?
Currently there is a disproportion of received vs thank you emails on certify dashboard - https://dashboards.gitlab.net/d/stage-groups-certify/stage-groups-group-dashboard-plan-certify?orgId=1, in reality the number of incoming vs thank you responses should be always same.
Having project label causes significant cardinality in service desk metrics, second problem is that because these service desk events are relatively rare, there are not enough events for some pods and data in rate graphs are misrepresented.
