Update DevOps Score doc and callout
What does this MR do?
#271244 (closed) redesigned the DevOps Score tab and removed the "helpful links to articles and GitLab docs, to help you improve your scores" that the docs mention.
This MR updates the doc and the callout that users see when visiting for the first time
