Remove reference to 13.9 patch

What does this MR do?

The 13.9 section talks about a workaround that you might need to use if the user has performed a zero downtime upgrade.

It also mentions a "patch" that will be released in the future. Unfortunately the backport request wasn't granted, so we should remove any mentions of the patch https://gitlab.com/gitlab-org/release/tasks/-/issues/2330
