Email user when account deactivated
What does this MR do?
Currently, when a user is deactivated, they do not receive a notification. They should receive one last notification at the time they are deactivated.

Your GitLab account has been deactivated.
You will not be able to:
- Access Git repositories or the API.
- Receive any notifications from GitLab.
- Use slash commands.
To reactivate your account, sign into GitLab.
Please contact your GitLab administrator if you think this is an error
