Add Autodevops alert to security Config Page
What does this MR do?
This MR solves #333106 (closed)
For the redesign of the Security Config Page this MR introduces an Enable AutoDevOps alert on the new security-config page. This Banner will be shown on EE versions of the security-config page.
The alert is dismissible at the user level and should not display again in any project after being dismissed.
This MR doesn't have a changelog entry since its currently hidden behind this feature flag

How to reproduce (strongly suggested)
- GDK in EE/Ultimate Mode
- Enable Feature.enable(:security_configuration_redesign_ee)
- Go to any Project ->
