What does this MR do?

This MR adds a notification message to the GitLab Agent managed clusters page in case there are no agent configuration files in the repository (the configuration files should be located under .gitlab/agents/<agent-name>/config.yaml). The notification has two buttons:

• primary CTA to open corresponding documentation page
• secondary CTA to go to the repository

The button for starting agent integration, in this case, should be disabled.
