Fix uninitialized constant in update protected branch

What does this MR do?

Related to #329422 (closed)

This change fixes the uninitialized constant error when updating a protected branch while creating a security policy project. Specs were not covered initially because the condition works only when BranchHooksService is invoked from post_receive which works only with end-to-end tests.
