Fix DB-related loading of gems and classes
What does this MR do?
Extracted from !64321 (merged)
These are DB-code related fixes that are needed for switching to Zeitwerk and disabling eager loading in tests.
For context, eager loading is enabled now because there were autoloading deadlocks with the classic autoloader. These are fixed in Zeitwerk so we also want to disable eager loading so running tests boot faster.
