Don't display the collapsed files warning banner when there is only one file

What does this MR do?

[Continuation of !64468 (closed)]

When rendering a MR with only one file and the setting "Show whitespace changes" disabled, no need to show two alerts. This MR changes the logic to show the global alert.

Proposed fix for 331838.
