Update timestamp fields to Standard category in Service Ping

What does this MR do?

Timestamp fields should be included every time we generate any type of data.

These fields help us understand how long the generation takes.

• recorded_at
• recording_ce_finished_at
• recording_ee_finished_at

Update data_category: Standard for these fields

Regenerate Dictionary
