Reword Service Ping admin area text when disabled by config

What does this MR do?

Related to #333380 (closed)

This rewords the admin area message for Service Ping that is displayed when it has been disabled by modifying configuration files gitlab.yml or gitlab.rb. Also, updated the docs link to point to disabling via configuration file.
