Rename GitLab.com to GitLab SaaS on settings page
What does this MR do?
Per the new name for GitLab.com subscriptions: https://about.gitlab.com/handbook/marketing/strategic-marketing/enablement/dotcom-subscriptions/#important-differences-between-gitlab-saas-and-self-managed-subscriptions, now uses the current terminology in the GitLab SaaS settings page.
