Create rake task to update metrics status to data_available

What does this MR do?

Add rake task to update metrics status from implemented to data_available based on given milestone.

This rake task is meant to run locally to generate changes to metrics.

Example rake gitlab:product_intelligence:activate_metrics MILESTONE=14.0
