Re-schedule `latest_pipeline_id` population with logger
What does this MR do?
This MR adds log functionality to one of the existing migrations and re-schedules the background jobs since we had a strange error before.
Related to #271408 (closed), !65280 (merged)
Database review
This MR marks one of the existing migrations as no-op
and introduces a new one to re-run the same logic. There are 3_362 records to be migrated with the migration.
