Add new disclaimer to Project Access Tokens for SM instances
What does this MR do?
Today, we have a restriction on the use of Project Access Tokens for SaaS Free accounts (as well as trial licenses) however this feature is enabled by default for self-managed instances. This MR clarifies this difference as well as highlights the potential security risk to self-managed instances if user sign-in restrictions are not enabled.
