Draft: Add a redirect for reconciliation docs link
What does this MR do?
Part of: https://gitlab.com/gitlab-org/customers-gitlab-com/-/issues/3321
We have a link in the 14.1 and earlier self managed instances of GitLab that points to https://docs.gitlab.com/ee/subscriptions/self_managed/#quarterly-subscription-reconciliation for the user to get more information. These links were added with the assumption that this is where the docs would live once !61194 (merged) is merged. However, the actual location that these docs will live at has ended up being https://docs.gitlab.com/ee/subscriptions/quarterly_reconciliation.md#the-quarterly-subscription-reconciliation-process.
This MR adds a section to the docs that the original link points to, redirecting the user to the new location of these docs.
The alert itself is being updated in !66415 (merged)
