Resolve "Boards: reordering lists sending incorrect position" [RUN AS-IF-FOSS]

What does this MR do?

Resolves #336552 (closed).

In addition,

Adds hide_backlog_list and hide_closed_list traits to the board factory.

• Adds hideBacklogList field to the CE board list query.
