Add feature flag and basic frontend sctructure for instance-level integration overrides

What does this MR do?

These changes are behind the feature flag instance_level_integration_overrides with the rollout issue #336750 (closed).

This MR adds the remaining backend components to render the new overrides page: controller action with format.html, helpers and HAML views. We also add the basic frontend structure of the Vue app that will render the page (though the actual UI will come in a follow-up).
