Add patroni allowlist to documentation

What does this MR do?

Adds documentation for the Patroni allowlist setting, wherever we already had specified both Patroni config, and PostgreSQL auth addresses.

Allowlist config support was added to Omnibus for 14.2 omnibus-gitlab!5476 (merged)

This doc update is only for config examples, but doesn't add a new doc section for all the patroni rest api auth options yet. As we are still working on exposing more of the config prior to adding the section to the replication docs: &6337
